Before organizations tackle major systems change, such as transforming an educator's career trajectory, many begin by gaining an understanding of associated stakeholder perceptions. To do this, we decided to conduct analyses of perceived Strengths, Weaknesses, Opportunities and Threats (SWOTs) among the four Work Teams and the Coordinating Committee. This enabled us to identify internal strengths and weaknesses and external opportunities and threats. These results come together to serve as a platform for building a set of policy strategies and recommendations that cut across the human capital continuum.
